Here's a list of authoring tools.Inform Explorer seems to be an excellent IDE.
If you are an Inform programmer, looking for something similar, try out Visual Inform (also still in development (I haven't checked on this for over a year, so can't say if it is still in operation - just checked. No it isn't October 28, 2001)).
For plt development, you might want to llok at this free time line maker.
